Private property owners create a "Business Improvement District" (BID) by using tax dollars to carve out their area of influence. Once a BID is designated, the owners work quietly with state and local governments to expand the number of anti-homeless laws, reduce the rights of street vendors and artists, and police the space beyond their property lines. Those who rent, work, or spend time in a BID-controlled neighborhood have no say in this power grab.
